wrong due_at when set date using 'On Specific Date...' option

Reported by Yury Kotlyarov | February 9th, 2010 @ 05:36 AM | in 0.9.10 "Alekhine"

My timezone is UTC +3. When I set date of a task using 'On Specific Date...' option say 02/10/2010, app saves date '2010-02-09 21:00' (-3 hours). And I see this task for Feb 09, instead of Feb 10. Is it a bug?

Maybe user should be able to choose timezone as well as language?
