:user_signup not being honored

In my settings.yml i have the default
:user_signup: :not_allowed
but i can still sign-up new account. I have tried restarting the server, but doesn't seem to help.
this is in 9.10 (or 10.1 - i tried upgrading, not sure if it it took)

- State changed from “new” to “invalid”
You have to load the settings: rake crm:settings:load
