When converting from edit lead dropdown, account is not created

There is a confusing and broken workflow when using the contacted status, and then moving to convert the lead. Say you use the edit lead form to mark a lead as "contacted." Now you are ready to convert the lead to an opportunity. When you go back to the edit lead form and change the dropdown to "converted," no account or opportunity is created, yet the lead still show up as converted.
So either the dropdown should not let you mark the lead as converted, or switching the dropdown should open the dialogue to create the account/opportunity.

I first thought that removing "Converted" from new/edit would be fairly easy fix. But what if you changed converted lead status by mistake and want to reset it back to converted?...

Good point, but maybe a subtle uncovert would be better? I have a new sales guy who got used to marking leads "contacted" with the dropdown, but when he took the next logical step of marking it "converted" with the dropdown, that did not produce the desired result- ie no account, no opportunity, and no way to get there either except by backing out and doing it the other way. It's definitely confusing to new users.

How about that: if a lead has an account and/or opportunity then [Edit Lead] would show "Converted" as possible choice (since the lead is or was converted at some point).
If there is no related account/opportunity then "Converted" won't be available. It also won't be available in [Create Lead].
